    Practicable and Justiciable: Why North Carolina’s Constitutional Vision of Higher Education is Judicially Enforceable

    Two hundred and twenty-five years ago, North Carolina established the nation’s oldest public university, choosing as its home a particularly inviting poplar tree in present-day Chapel Hill. Today, UNC-Chapel Hill is part of a sixteen-campus university system known nationwide for its commitment to ensuring that public universities remain financially accessible to the citizens who support them. That commitment is codified in Article IX, Section 9 of the North Carolina Constitution, which requires that tuition at the State’s public universities be “as far as practicable . . . free of expense.” That clause was first introduced in North Carolina’s 1868 Constitution, nearly eighty years after UNC-Chapel Hill opened its doors. Before its imposition, higher education in North Carolina was anything but affordable. After ratification of the 1868 Constitution, tuition at the State’s public universities not only decreased, but remained at a steady, low-price for more than a century: $1450 in 2017 dollars, except for years when inflation spiked. This Note argues that Article IX, Section 9 requires the General Assembly to fund higher education such that tuition does not exceed this amount, adjusted for inflation—a standard leaders in Raleigh have failed to meet for nearly two decades. Should legislators fail to heed this constitutional mandate, students could successfully challenge the legislature’s refusal to adequately fund higher education

    People in public health. Expert hearings: a summary report

    People in Public Health is a national study that is looking at how volunteers and lay workers are involved in improving health in their communities. The study’s main aim is to improve understanding of how to support lay people in their many and varied public health roles. In June 2008, three expert hearings were held so that the research team could listen to the views of people with specialist knowledge or practical experience of working in this way. Fifteen experts were invited from around the country to talk about how and why lay people get involved in public health, why the work they do is important and what the main barriers are. Our experts included lay people active in their communities, university researchers, people working in the health service (NHS), local government and the voluntary sector. While some talked about their experience of specific projects, others made more general points about services and support. All the expert hearings were held in public and there were opportunities for discussion

Section two explains the evaluation approach that has been adopted and details the activities that have been conducted and the methods used. Section 3 highlights the key themes and findings to emerge from the workshops undertaken with the Sure Start teams and provides a summary of the indepth evaluation conducted of the Family Support Team. Section 4 is entitled ‘Pulling it all together’ and considers the work and achievements of Sure Start Mellow Valley with particular regard to the five outcomes of Every Child Matters.     A multi-level grid method was studied as a possible means of accelerating convergence in relaxation calculations for transonic flows. The method employs a hierarchy of grids, ranging from very coarse to fine. The coarser grids are used to diminish the magnitude of the smooth part of the residuals. The method was applied to the solution of the transonic small disturbance equation for the velocity potential in conservation form. Nonlifting transonic flow past a parabolic arc airfoil is studied with meshes of both constant and variable step size

    Despite the unprecedented scale-up of treatment for HIV in low and middle-income countries over the past decade, 49% of adults and 77% of children in need of HIV treatment still do not have access to it. ART programmes that were initially set up as an emergency response now need to be adapted to ensure that they include all the essential components and are well integrated with other health services; meet the needs of special groups, including children, adolescents, pregnant women and older people; address the mental health needs of HIV-positive people; and monitor as well as report their impact in valid and comparable ways.This supplement is an output from the Evidence for Action on HIV Treatment and Care Systems research programme consortium. Evidence for Action was a 5-year, multidisciplinary research programme, which ran from 2006 to 2011, with partners in India, Malawi, Uganda, Zambia and the United Kingdom.The primary aim of this supplement is to stimulate reflection and provide guidance on what should be in the package of HIV treatment and care systems, as national programmes look to maintain the major advances of the past decade and scale-up treatment to the other 50% of people in need of it

    Conservative versus nonconservative differencing: Transonic streamline shape effects

    Streamline patterns calculated from transonic flow solutions which were generated using a nonconservative finite difference scheme showed a net streamtube area increase far downstream of the disturbance indicating that the global mass balance was destroyed. Similar calculations using a conservative finite difference scheme did not show this defect. Comparative calculations were made at several free-stream Mach numbers for nonlifting flow over a 10% parabolic arc airfoil. In a transonic internal flow, this nonconservation of mass may be of greater concern than in an unconfined external flow

    Representation, searching and discovery of patterns of bases in complex RNA structures

    We describe a graph theoretic method designed to perform efficient searches for substructural patterns in nucleic acid structural coordinate databases using a simplified vectorial representation. Two vectors represent each nucleic acid base and the relative positions of bases with respect to one another are described in terms of distances between the defined start and end points of the vectors on each base. These points comprise the nodes and the distances the edges of a graph, and a pattern search can then be performed using a subgraph isomorphism algorithm. The minimal representation was designed to facilitate searches for complex patterns but was first tested on simple, well-characterised arrangements of bases such as base pairs and GNRA-tetraloop receptor interactions. The method performed very well for these interaction types. A survey of side-by-side base interactions, of which the adenosine platform is the best known example, also locates examples of similar base rearrangements that we consider to be important in structural regulation. A number of examples were found, with GU platforms being particularly prevalent. A GC platform in the RNA of the Thermus thermophilus small ribosomal subunit is in an analogous position to an adenosine platform in other species. An unusual GG platform is also observed close to one of the substrate binding sites in Haloarcula marismortui large ribosomal subunit RNA

    Sharing data from clinical trials: the rationale for a controlled access approach.

    The move towards increased transparency around clinical trials is welcome. Much focus has been on under-reporting of trials and access to individual patient data to allow independent verification of findings. There are many other good reasons for data sharing from clinical trials. We describe some key issues in data sharing, including the challenges of open access to data. These include issues in consent and disclosure; risks in identification, including self-identification; risks in distorting data to prevent self-identification; and risks in analysis. These risks have led us to develop a controlled access policy, which safeguards the rights of patients entered in our trials, guards the intellectual property rights of the original researchers who designed the trial and collected the data, provides a barrier against unnecessary duplication, and ensures that researchers have the necessary resources and skills to analyse the data
